DOB change in Passport

My DOB in Birth Certificate is 26 March . During my schooling the teachers made a mistake by putting 25 May as by DOB ( Year is same in both) and all my IDs have this incorrect DOB. As of now I changed DOB in below documents with the help of Birth Certificate - SSLC - PAN - AADHAR I tried to approach PIA and they given below "An office memorandum (No. VI/401/2/5/2001) issued by the Ministry of External Affairs,states that in cases where the applicant comes to PIA for change/correction with regard to date of birth in Passport after a period of five years from the date of issue of passport with alleged wrong date of birth, no such request shall be entertained/accepted by the PIA and be rejected out rightly " I didn't understand the logic of rejecting my request to change DOB in passport even though I have Birth Certificate and that also for the correction of two month . During passport application I've submitted 10th ( SSLC ) Certificate as proof ( At that time I wasn't even aware about the importance of Birth Certificate and how to get it) Appreciate your advice on this.
