Confusion regarding from which district of my state i need to take my obc certificate

Sir, in the notification of upsc regarding reservation (only caste mention in center list) for obc candidates it is given that candidate needs to get certificate from the district officer or any other officer of district from where his parents ordinarily resides. But in the note 3 of notification by upsc it is written, OBC claim of the candidate will be determined in relation to the state(or part of the state) to another should, therefore, produce an OBC certificate which should have been issued to him based on his father's OBC certificate from the state to which he(father) originally belongs. I have migrated from district hardoi (in UP) to city Lucknow (in UP) 1.5 years ago. So i want to know as my father originally belongs to district hardoi but now we reside in city Lucknow, so from where i should get my obc certificate. I already have my caste certificate based on state list from district hardoi which has been issued to me in year 2015. Will it be useful in getting new obc certificate based on center list. Thank you.
