Person asking for right to way for Vehicule.

My Dad has an agriculture land in our village near Jodhpur Rajasthan. One of the people who have an adjacent land built his house on his land next to our land about 15 years back and started living there. In the old days there used to the kaccha way (Dirt way rather than road) which they would use and this did not pass through our land and this road is still there. We also have given footway access to people walking through our field. Recently a few years back the government wanted to build a tarmac road and as per the plan the road passed through my Dad's land. My Dad agreed to provide the way in the larger interest of the village (our land is way outside the village 3 kms away). Now so we have a permanent road going through our land and also a separate walking path which we have left open. The person living on the adjacent land now wants us to give him access through our land so that he can use his tractor to join the tarmac road. That way my Dad's land is already being cut through by all these roads and foot access and now this additional demand for access. We build a wall to avoid the access to this adjacent neighbour as he was forcefully going through our land on his tractor. He damaged the wall several times in the night to harass us. Since this land is far from where my Dad lives we cannot see when he breaks it and he and his family keep claiming that they know nothing about it. As per law can the neighbour ask for this when we already have our land broken in so many pieces already?
