Service Agreement by railway

Sir/madam i joined indian railway in 2014 for the post of s.s.e of 4600 grade pay. i signed an agreement of five years service after completion of my training period but fortunate i selected as an Asst. Engg in state a gazetted post.so i resigned from railway with a notice period of 45 days also i got NOC from railway for interview but they did not give me Final NOC and relieving letter .They said either you pay your whole training period cost which is about 6 lakh or ur present job state gov. transfer your bond agreement for remaining period but state gov. Said there is no provision for transferring of any service agreement also they said first you join then only they will think about transferring so i joined state gov without final NOC and relieving letter bit after 1.5 yrs they did not transfer my bond again railway wrote a letrer saying that he is absentees and legal action will be taken against him.presently i am facing problem from my present job as they have seized my sallary and DAR is going on as i did not submit final NOC and relieving letter as i am in probation period i m scared of any termination or removal please sir help what shoud i do.
