Landlord not providing promised services.

I pay 18000₹ per month for staying in a triple shared room for amenities such as - AC, food, water, electricity, furniture. The size of room is just 15x13. We just have walking space here because of all the furniture, 3 beds 3 tables 3 chairs, in such small space, now according to the so called system they keep the AC switched off from 9 am to 3 pm. It is understandable on weekdays as we go to college but during Saturday Sunday and holidays also they apply this rule, we suffer from having a fully humid and hot room as we have the sunrays heating up the room all day because if it's big glass windows. Now this AC rule is nowhere mentioned and even when we're falling ill the owner is not ready to switch on the AC. But she switches if off daily at any time she wants, and when I complained she just listens and does nothing, even when my parents talked they promised to modify the rule atleast on holidays so that we don't suffer but she didn't do anything, now she switched off the AC anytime she wants and we're here suffering from heat, we pay a huge amount to stay cool in this summer and we are not getting even cool air. Also, the people who not stay here in holidays pay their respective rents same as when they live here, so in a way these people are earning extra already for 2 months. And still they don't provide the promised services. It's been weeks that I'm requesting them. Can I do some legal action on this?
