Taken more money and not done work in construction

Sir/Madam, I live in Tamilnadu. I wanted to construct the second floor of my building.At the first stage,The work was done by labour contract upto lintel level by a person. Then, I had given the work to ANOTHER BUILDER due to too much stress in labour contract and informed him that I wanted calm, neat and peaceful work without stress. With too much hope and confidence, I had given him the work on the basis of just a QUOTATION PAPER. No proper agreement or payment schedule was taken at that time. With 3 lakhs as advance, we proceeded for the work. Within a month's time consisting of just 18 days of work, we had given him a total of 10 lakhs( in 3 splits) for just completing the following work : 3 feet wall from lintel level, loft work and a support pillar for landing, which is just the 20% of work done for the amount that we have paid. But now, he is coming again and demanding 5 lakhs more to lay the ceiling but he had previously promised to lay the ceiling, parapet wall and staircase with the given amount. When he demanded for 5 lakhs the second time (within 5 days) ,we realised that he was cheating and asked him to give all the details in a 20 rupees stamp paper so that we can apply for loan .We asked him for the details regarding the total money spent,for which he gave us a foolish paper in which all the calculations were fake and he had somehow managed to the bring the total to 9 lakhs. Even after discussing the matter with him in the presence of elders in several sittings, he kept on repeating that he had spent all the money and demanded money. Please guide me. The plan approval is yet to be obtained.
