Loan taken in uae

Hi. I have a member of the family who had taken a loan in Dubai almost 10 years ago.She had quit her job in Dubai due to mental illness and has been on medication and therapy ever since. She has tried to work but has not been able to hold a job for more than 4 months. What we understand now is that the loan has been transferred to some recovery agency in India . They have now started visiting their home and harassing her mother who is old and ailing too. They both are under tremendous amount of stress due to this and most importantly do not have the money to pay off the loan. The outstanding at the time of leaving Dubai was approximately 5 lakhs in INR. I would like to know if there is any law in India, which will provide waiver or relief on the grounds of mental illness. The reports and medical treatment with doctors inputs are available. Secondly can the loan recovery agency force the family to pay up the amount as she is unable to work and repay the same.
