Getting back my original migration certificate

Sir/ madam. I am a karnataka student and i had successfully completed my 12th in state board. then in 2016 i applied for bba in bangalore and studied for 1 year. Then i droped out in 2 nd year beggining as i wasnt interested to continue further. and had a gap of 1 year in 2017. this year i am applying for bhm hotel management course in other state and i am in need of migration certificate. i gave my xerox copy of transfer certificate they considered it without any hesitation and asked me only my migration certificate. later when i went back to my pu college they told me we havent given you migration certificate as of u studied in karnataka only. but now when i asked for the same they refused saying it cannot be considered and we cannot issue a certificate for you because you have come after a gap of 2 years since 2016. but my point is when the fresh college is asking me for 12th documents and when the same 12th college has not issued migration certificate for me earlier why dont they proced and give me a original document. when i asked my bba college they told me to pay the fees which we cannot afford at all. so where do i go now. and whom do i ask for. being a good student should a student like me struggle so much for her own original documents or do what. please do guide me and help me..
