Salary Not paid for 12 months and not giving release letter

I, Roshan Kumar Pandey, Working in Ranchi on the payroll of Private Limited Company of Kolkata (Parent company partner) in Government project. I always face the problem of receiving salary 2-4 month delay, already informed to Parent Company lots of times. I am writing this to inform that the project has been closed by department on 12th June 2017 and which has been informed to me on 17 Dec 2017. On the Basis of letter received from Government I have been instructed on 08 Jan 2018, to stop my service from 12 june 2017. Since i have already served the period of more than 7 month for which my salary was not paid i have not accepted the condition and asked for the release from current date. Till date i have not been released from the job and also my salary has not been paid. Company is ready to provide the release letter and experience letter till May 2017, for the period salary paid to me. For this, I have submitted a letter in Labour department Ranchi on 12 Feb 2018. Company has been asked 3 times for hearing on 16 Apr, 25 Apr and 10 May 2018, out of which on 10 May 2018, a lawyer on behalf of company has arrived and asked for 1 month time for going through case detail. So, 4 July 2018 has been scheduled for next hearing. On 4th June 2018 a lady HR from Parent Company came to labour office and based on letter on 10th May 2018, ask for another 15 days for case study. Next Date scheduled was on 18th June 2018. Now i am sending this message to you because from last 1 Year, I have not received my salary and some how managing my family by taking loans and borrowing money from friends. I am under tremendous financial and mental pressure because company is neither giving me salary and nor release letter so that i can join somewhere else. It is now getting really extreme for me to take care of my family in this circumstances. Can someone help me in this case.
