Certificate not issuing from Party advocate of chit funds who filed original suit to previous owner

My house was bought from a buyer, later on we acknowledged the fact that they gave property tax paper as a bail to a chit fund for the person of their relation.The chit fund had been suited an original suite to the previous buyer inorder to get the money they wanted as they been given bail for the person. We, the new buyers have tried our level best to repay their amout through.Finally we have succeeded to get the chit fund their money through the previous buyer.After that we got a problem that the party advocate is not sending the required certificate that should be sent to village officer. The problem was we trapped and we couldn't pay the property tax of our property.The lawyer of the chit funds was not sending the required certificate which the party was given to the lawyer.How can we get the required certificate transfered from their lawyer to the village officer. Each and every time we call the lawyer he told us that to call later.Please give me the name of certificate that is to obtain from the lawyer to trafer to the village officer.
