Regularization of contractual employment

Hello sir. My name is Ramesh. I have been working in an autonomous institute under department of science and technology, govt of India. as a Lower division clerk on contractual basis for more than 7 years without any break. Sir my selection was done on following proper procedure as the notification was published in news papers then written test followed by typing test and interview. The post is a sanctioned post. In my appointment letter, it is mentioned that " contractual appointment to the purely temporary tenure position and the engagement is for temporary nature of work" which is a big fraud as my nature of work is completely regular. Between this time period, authority has hired regular LDCs and rejected my application because of over age by three months (I had joined the Institute at the age of 25 and maximum age of LDC should be 27) . I couldn't get age relaxation, even working in the same department. But there are still a few vacant posts. Sir I am being harassed by the authority as I am doing 10 employee's work and getting very less with threating of termination. Sir can I get my regular position from nainital high court.
