Money lent to relative and now he is not paying

I have borrowed 7 lakhs to my relative, by taking a loan from my bank On Feb 2016, and he promised me to pay the monthly emi by transferring the amount in my account, for 1st 3 to 4 months, things were fine, but after that every time I have request him to transfer the money, most of times he didn't answer, and used to pay late, but lately when I used to ask money he threatened me to face dire consequences, also lately he directly sent a whatsapp message that he will not gonna pay. I have everything on whatsaap and the bank statements as a proof, also there are several case going on against him in his native town regarding property dispute, also in delhi he has taken.money from lot of people. Even having a warrant in his name, but he is moving freely here. Please suggest, around 4 lakhs still pending and he already threatened me couple of times, what to do. Should I file a case, but that will again will require lot of money to fight that case, even for FIR, sheher police will register my complaint
