Benefit after technical resignation from central autonomous body to state govt for higher grade pay

Respected experts, please mention all the benefits which an employee can get after technical resignation from a central autonomous body,(Kendriya Vidyalaya Sangathan) and gets selected for higher grade pay in fully state government, (who entered in the service on and after 1-1-2007). Ex. If an employee enters in central autonomous body on and after 1-1-2004 in the grade pay of 4600 and applies through proper channel for a higher grade pay (i.e. 4800 GP) in the Education Department state government, (Haryana) and undergoes competitive exam and interview under the selection process. And after tendering technical resignation he joins the new organisation in 2014 where his pay is fixed at initial entry like new direct recruits: Based on this example, my queries are as follow: 1. Will his previous services be forfeited? 2. Will he get the benefit of pay protection? 3. Will his leave (half-pay/ earned leaves- if not availed) be lapsed? 4. Which organisation will retain the Service- Book and Personal File of the employee? 5. Can a state organisation deny the benefits entitled to the employee?
