Regarding domicile

Sir, My parents were initially the residents of Andhra Pradesh .Later from 2004 to 2008(i.e four years) we were in Orissa and Maharashtra where I covered my education from 1st to 4th standard(4 years) . After that ,from 2009 to 2018(up till now )we were in Hyderabad i.e almost 9 years. Previously the guidelines for local status that plays a major role in government services for Telangana is given to those who completed their 4 years education continuously in between 4th standard to 10th standard, But now the government is planning to revise these guidelines as " local status will be given to those who completed their 4 years education continuously in between 1st to 7th standard. If that will be the case I will not be satisfying the local status criteria criteria for any state that will obstruct from availing benefits regarding benefits of government services. And as far as my knowledge every Indian individual will be having one domicile status and he/she cant acquire more than one at a time . So would you please suggest me which state domicile certificate should I apply for?
