Government land allocated to TWO different Formers with same survey number.

Hi Sir, This Mallesham Moodike from SIDDIPET district , Telangana. I have a clarification on below scenario. 30 Years back Andhrapradesh Government gave 1 Acre government land to Former A. Former A is not having any registration documents like title book. But he can see his name in PAHANI with 1 acre land and survey number. After 8 Years the Government allocated the same (same survey number) land to Former B. Former B is having land registration documents like title book in his name. And FORM B also showing that the current land owner is Former B. Recently Telangana Government bought the government lands based on Farmer's land title book Xerox. Former B submitted his title book Xerox and government issued a check to the Former B. But now the Former A stopped the check and telling that the land was in his name so the check should be issued to him. Could you please tell me who is current owner that 1 acre Government Land and to whom the check should be issued?. Thanks, Mallesham Moodike Siddipet District Telangana.
