Contempt of court by Haryana urban development authority

My land was acquired in 1992,i ggot stay with status quo on 20.05.1992,by high court chandigargh,my petition was dismissed on 18.01.2011,i knocked the door of suprime court on 25.07.2011,my stay was continued with ''status quo as on date'' on 09.01.2012, in the mean time huda dept. took possession of the land in question on 11.05.2011 as per ROZNAMCHA RAPAT. the huda dept.developed the land with roads parks and plots of different sizes and SOLD OUT all my land, the writ petition is still pending in high court chandigargh, i came to know all this when i got in hand the official copy of ROZNAMCHA RAPAT on 16.08.2017, now can i file a contempt petition? 2. what shell be the grounds.? 3. under which section? i do not know when huda develop the land and when they sold it,the only thing i know the land has been sold,andpossession was takenon 11.05.2011,and we were not informed the possession was taken silently. WHAT TO DO SIR I AM PUZZELLED THERE IS NOT A SINGLE PENNY RECIVED BY US TOWARDS COMPENSATION. sir i am a poor person i do not have money to pay please help me. thanks.
