My passport has been issued but police verification report is adverse

I have two current addresses. (i stay at either of the two houses depending on my work situation) On most days I stay at my mother's house, which is also my (permanent address) on some days i need to get to work easily i stay in my rental house (i have a proper legal rental agreement) Based on the advice received from Passport Help desk. In my Passport application i mentioned my mother's house address, which is where i stay on most days as my present address/current address, & permanent address. Rental house address isn't mentioned anywhere in the passport form (as i can't have 2 current addresses) i had also checked this with passport seva help desk. My passport has been issued but police verification report is adverse, police explanation "since i have a rental agreement, my rental house will be my current address". i walked to the police station with the following documents "NOC issued by the Housing Society" & 2 Signed Witness Testimony's (neighbours), also a copy of my Aadhar which is of the same address (my mothers house). police refused to accept any of the documents. i am about to apply for Visa and travel in a month. What is the best way to proceed ? Can i apply for visa & can i travel abroad ?
