Pay anomaly

I am working in BSF. I have promoted to the next post in May 1999. I HAVE NOT RELIEVED TO TAKE OVER MY NEW POST IMMEDIATELY EVEN AFTER WRITTEN REQUEST AS FINANCIAL LOSS WILL BE EFFECTED IN MY ENTIRE SERVICE. My juniors relieved to take over new post in May 1999 and their pay fixed in promoted post in May 1999. I have relieved in July 1999 and my pay fixed in July 1999. I have submitted number of applications to the competent authority for permission to fix my pay in promoted post from May 1999 but the department stated that pay on promotion only will be fixed from the date of taking over the new assignement/post. On implementation of 6th pay commission report, one increment was given extra for the personnel whose increments falls in between Jan and June 2006. Accordingly, my juniors received one increment extra as their increment falls in May. Now, about Rs.700 lesser pay received by me than my juniors. At this stage any financial benefit will get to me if the issue taken up in the court of law.
