Anomaly regarding fixation of annual increment in 6th cpc of central govt employee appointed after

Myself Ishwer Chandra working in Military Engineer Services as JE (Civil) since 09 Mar 2007. I joined the department in the period of 5th pay commission. In 2008, Govt provided 6th pay commission but it was implemented since 01 Jan 2006. In 6th pay commission, Govt has decided to provide annual increment in the month of Jul for all employees min 6 months must completed the service. It does not matter that you have joined in any month and the Govt has given me first annual increment in the month of Jul 2008 after completing 16 months service. In 2012, Govt has issued a notification by letter no. 10/02/2011-E.III/A dated 19 Mar 2012. Those central Govt employees who were due to get there annual increment between Feb to Jun 2006 may be granted one increment on 01.01.2006 in the pre revised pay scale as a onetime measure and thereafter will get the next increment in the revised pay structure on 01. 07. 2006. Employee who appointed after 2006 and date of joining was between 2nd Jan and 30 Jun got their 1st annual increment on 1st July of next year i.e. after passing approx 17 months 29 days and 12 months 01 day respectively. Due to this, employees get very huge recurring financial loose without any fault. In 7th CPC Govt has corrected this anomaly by fixing two dates of annual increment i.e. 1st Jan and 1st July, but the issue of date of annual increment of employees appointed between Jan 2006 and Dec 2015 is still not resolved. I requested to Ministry of Finance department of Expenditure to resolve this anomaly but they not responded to me. In view of above you are requested to provide legal suggestion that what should I do to resolve my case. Thanking you,
