Regarding Time limit for disposal of a Recruitment related case

Sir, suppose a person file a case against rejection of his candidature in a certain recruitment. where essential qualification required is M.E/M.Tech. petitioner has different degree namely M.sc (Engineering). Due to various difference recruiting body rejects his candidature after that he files a court case and in single bench they loose that case. after that they go to double bench where they win the case and court allows his candidature. After that the university which give degree of M.sc(Engineering) says to recruiting body that this degree is different from M.E/M.Tech. on this ground Recruiting body approach high court by filing civil riviw case against that double bench decision and court recall his previous double bench order where they allows petitioner candidature. Court also reopen that double bench case after this civil review decision but reserve some seats for petitioner. Now again double bench case was continue since august 2017 and almost 8-10 hearing was phinished. But the petitioner who posseses the M.sc(Engineering) degree can take time in last 3 hearing. he take time for 1 week, 3 week, 4 week continuously and in between them they not submit any legal document in the court. Petitioner mentality is to delay that case as much as possible. Then please suggest how much time will it take to phinish ? How can convince chief justice that petitioner mentality is not clean ? Is it possible to indicate the petitioner intention to the honourable justice mind ?, plz give that step sir so that we suggest our advocates. Thanks
