Change in developer plans

I had bought a house 3 years back. The plan proposed to me by the seller was that it will be a gated community with 50 row houses including a pakka road, swimming pool, club house, etc. looking at their plan, I choosed a house, best suitable as per my requirement. Its been 3 years and there hasn’t been much sale in that area and the developer could only manage to sell 8 houses in total. Nothing as previously stated has been provided - only got a kaccha road, no swimming pool, no club house, no CCTV cameras. He appointed a security to safeguard his goods as there is construction going on at the site. Now he is threatning us to pay maintenance charges or else he would remove the security and will not provide water to our villa. He conveyed his decision to not to build any more facility like club house and is now ready to return the cost he charged us 3 yrs back for the club house. Also he is intending to sell off part of the land in front of our villa to an outside party and not build row houses as previously stated. We had bought this house and paid the money because of it is a gated community of rows houses with security and modern amenities. But now that will not be the case. We are been cheated as we were convinced about a different picture whilst the house was sold. What can we do to claim our money back as this is not what we wanted.
