Builder not handing over OC in the name of dues

Hi, I booked a flat in Bangalore and got the possession in 2014. The builder got the OC from BBMP and distributed it to most of the owners except some in the name of dues. When I checked with him, he(builder's manager) said there is XX amount pending, when I checked my accounts, he had missed adding one cheque's information in his account. I mailed him all the cheques no and clearance date. Then he said there are some lump sum amount due. On the account of bad service(paint job) and rotten door(which pictures I had shared with him), I had deducted 15-20k from the final payment. Which he had accepted before. But he denied giving me OC before all the dues are clear. It has been 2 years. As I don't stay in the town, it is really difficult to manage this. I had to change the owner's name in electricity bill but that's not possible without OC. So, my question is how can I get my OC from the builder or can I directly apply to the municipal office to get one. Thanks in advance.
