Not able to obtain khata on Plot purchased through SARFAESI act

Respected Sir/Madam, I had purchased a plot from SBI through e auction sale (SARFAESI Act) in 2015. The registration is successful by producing the Sale certificate from SBI bank. EC is looking good, I can able to see the previous owner to SBI and SBI to my name. Property details: As per the advertisement given in the news paper by SBI, the Layout is approved duly by BMRDA. When I approached local Panchayati office and enquire about my plot, they told that the plot is neither in BMRDA approved list nor in the release list. When I enquire to apply khata on the same site, Panchayati offices insisted to do that because the site is not in the BMRDA approved list and not in the release list. My question: 1.Is this is the legal property to sell to the customer like me because that is not BMRDA approved but in the documents they mentioned it is BMRDA approved? 2.I can't get khata on my site now, shall i file a case against SBI and shall i get my hard earned money back? If i don't khata, I can't sell the property to omeone, I can't get bank loan and I can't do anything with plot. My kind request to help on these. Thanking you in advance, Eswar (Name changed)
