Non Cooperation of the Member in a Residential Apartment

The Owners Association of the residential building which is registered under society registration office in Kolkata as per West Bengal Society Registration Act 1961. As i am the owner of the same apartment and the member of the society I hope every step for any construction or for any other purpose for the shake of the building must be passed through resolution signed by all the present member respectively. But in my case two three owner didn't bother to care about other and simply showing the thumb doing what ever they think right. Several time as a owner I tried to make them understand that this kind of whimsical decision should not take shape without proper consent of the other member and its is absolutely illegal and disobeying the rules of the Society Formation but unfortunately the attitude is just damn care type. Now i would like to place an injunction for the whole building where no body will be allowed to make any construction work until and unless that the few miscreants will not give a deceleration in black and white that in future they will fully cooperate with the other member and the proper resolution will be passe before any decision will be taken for any construction work (except any emergency where the decisions can't withheld for the shake of the building or any individual). Now I may as for cooperation from any of my Learned Friend that how may I proceed for the Injunction for the building and how to dissolved the Society Registration as they are not ready to go through any way that is abide by Law. and one of them is a Retired Police Personnel who want's to show that he knows everything and being a retired civil servant he got absolute right to use the building premises as per his wish without considering the other interest. Please guide me the process for injunction procedure that I can place over the building for any constructive work for any personal interest.
