Neighbours influencing the muncipality and other officials to stop the construction

we bought a site(has road on east only) in year 2000 and after a year bought another site that is adjacent to the older site. This new site has road on east as well as north.As per the documents there should be a 15ft road. After few years when we visited the site for construction purpose the road on north side was moved inside such that it passes right through our new site. Builder who bought adjacent sites in that area has built individual houses leaving more area(30ft) for road for easy sale. Now all the persons residing in the area are harassing us by complaining repeatedly by all possible ways to the officials and municipality. Officials are talking on their side due to sheer pressure as their jobs are at stake(Neighbours are also complaining against the municipality to collector). Muncipality stopped work in the new site, we got the injunction after approaching court but now they approached high court. Its been 5 yrs and now it might take more time. Any help would be appreciated.
