Employment in hpssc

I have applied for the post of clerks post code -484 under the advertisement no. 32-2/2016 dated [deleted] and the last date to apply online was [deleted]. i have applied under obc(ur) category. my application have been accepted by the commission and i appeared in the written screening exam. subsequently i have cleared the written examination and the typing test as well. now the thing is they have mentioned in the instructions which they have uploaded separately on their website that obc-ncl certificate should not be more than one year old from the last date of online application but the date mentioned on my obc certificate is [deleted] which i have renewed on [deleted]. this means that my obc ncl certificate was not valid at that time. actually hpssc have uploaded this instruction separately on their website and it was not attached with the advertisement due to which this whole incident occurred. the evaluation process for the above mentioned post is on 5th of january, 2018. which means that they have taken more than 19 months for this evaluation process and waiting for the final result would make it almost two years process. all i want to know is that if they reject my candidature on the fact that i did not have a valid obc ncl certificate at the time of last date of online application i.e. [deleted] shall i file a wp in himachal high court?? taking into consideration the w.p.(c) no.39210/2015 in high court of Kerala and SLP(c) 3116/2017 in the supreme court of India.
