Movie central film board certification regars....

Dear Sir / Madam, Very Good Morning! We are from Venpura youngster’s club it is located at Pabuaramsuthi (village), Trichy, Tamilnadu-621703. We are created one movie, the movie title is “Aram SeiyaVirumbu” the total length of the movie is 1 Hour 55 Minutes, for this movie certification we checked cbfc website for application, in this application some demand draft amount mentioned Rs=15000/- approx. our total movie budget is Rs=20000/- only. We don’t have any money for applying film board certification. The movie created for our own village people entertainment’s and creating awareness about Pollution, water & food wastage's, global warming etc.. Not for commercial purpose and we will not release the movie any other public or private place’s. We don’t know the film board certification rules and regulation and all. Because we don’t have any experience in the movie field. Please give your suggestions / feedback for releasing the movie.
