Pending Salary/other reimbursements

Dear Sir/Mam, Please help me what to do and where I can complaint against my previous employer for my pending payments. In view of good opportunity, I (working as cluster Head/Regional Head in private company) resigned from my previous employer in month of April'17 (1st April) and gave 30 days notice to handover my responsibilities to other employee. Although as per appointment letter my notice period was for 60 days but since I have to join new company in next 30 days I gave notice of 30 days i.e. to work till 30th April'17. My salary pay-out date was around 04th-07th of every month, and as I put my resignation on 1st April, company hold my March month salary stating that the same would get release along with my other dues in final settlement. But from here problem started, suddenly on 6th April some officials (Team of 4-5 ) from Head Office came to my location and started searching for any loop holes in my duties or any scope of corruption. They also handover all my responsibilities to one of the officials in their team (this official got transferred from other location as my replacement). After completing their enquiry, they did not find anything against me and after 6-7 days they told me that now I need not to come to office from tomorrow. I asked them to provide me releasing in writing and what about my pending salary & other reimbursements, they told me that I shall receive releasing order from HR deptt and all other dues will be paid from HR deptt accordingly. Since I did not receive any written confirmation, I again visited my office next day i.e. 17th (as my last working day as per resignation was 30th April). On 18th morning i received a mail (from my immediate boss) confirming that I need not to come to office and all other formalities will be done by Head office at Delhi. But this mail mentioned my designation as Location Incharge instead of Cluster head. Now even after 7-8 months I did not receive my pending payments nor any confirmation given by the employer. I made many calls to HR deptt and many commitments made by them, but till date nothing happened. 3 months of without payment made me in debts of bank loans/over due of my credit card. I got payment in 4th month from my new employer. Please guide me what legal options are left for me. NOTE – I am not the only person but there are many ex-employees to whom settlements are pending since long.
