Inspire of ban on commercial parking... renting parking space

Hi gm.. I being newly appointed Secretary of our society in Bangalore.. In one of multistorey apartment... Would wish to know the legal right of a person or a member of the association... Who inspire of Ban on commercial parking... Rents out his parking space to the outsider for mere a matter of few hundreds rupees.. And upon on questioning him the same in our general body meeting... Answer like....it is his legal right to do so...as he has purchased the parking space to the builder at the time of registration.. Itseems.......unfortunately he being a LLB graduate by himself.....have challenged the association and the committee...not to vacate the commercial parking.. Inspite or repeated requeats n notices to do so....please help us out in solving this acute problem faced by us. This nuisance is leading to daily police complaints on the poor security guard who in turn in just following orders of the association by not letting the outside vehicles in the apartment premises... Help me out with this please...
