TSPSC group-1 selection process
Background:
There is a category called BC-E in Telangana. There were 42 open category posts (excluding women) and 3 BC-E
category posts (excluding women) and 82 remaining category. So, based on 1:2 ratio total 238 (PH could not be
found) people are invited for interview after the prelims and mains examination.
Out of 238, first they selected 84 for 42 then 6 for BC-E and remaining for the remaining categories. After the
interview final merit list.
My question:
There is one person who was selected in 6 (of BC-E) got a good score in interview and secured position 48th
position in final merit list means much better than at least 36 people among the 84. He is also eligible in all
respect for the post in open category (i.e. 42 posts) but TSPSC has given the post in reserved category of BC-
E. This person did not undergone any kind of relaxation like age, experience etc. As per the notification final
merit list is based on mains and interview marks together. So, why this person is selected under the BC-E
category why not in the open category.
I would like to know whether it is correct procedure. I have gone through the GOI instructions for selecting
candidates. Point 28 says. I guess He did not fall under any relaxation of standard.

28. Relaxation of Standard of Suitability in Direct Recruitment:
28.1 In direct recruitment whether by examination or otherwise, if sufficient number of
Scheduled Caste/Scheduled Tribe/Other Backward Class candidates are not available on the
basis of the general standard to fill all the vacancies reserved for them, candidates belonging to
these communities should be selected to fill up the remaining vacancies reserved for them
provided they are not found unfit for such post or posts. Thus, to the extent the number of
vacancies reserved for Scheduled Castes, Scheduled Tribes and Other Backward Classes cannot
be filled on the basis of general standard, candidates belonging to these communities will be
taken by relaxed standard to make up the deficiency in the reserved quota, subject to the fitness
of these candidates for appointment to the post/posts in question.
