Refund of Seat Leaving Bond and Admission fees by NSCBMC, Jabalpur

It is to bring to your kind notice that my son, namely. Dr. Vinay Malhotra had been allotted a seat in Diploma in Anesthesia under All India Pre-P.G. Quota-2016 having Roll No. CD1391396 by M.P. state esteemed College Netaji Subhash Chandra Bose Medical College, Jabalpur, against which he had deposited all original educational certificates, college fees Rs.76,323/-. After getting NOC, from the College, for appearing in Counselling by DNB, my son had got CTVS seat under DNB in National Heart Institute, New Delhi, by giving undertaking that “ I am resigning the seat of Diploma of Anesthesia from Netaji Subhash Chandra Bose Medical College on 31.5.2016” which was the last date of cancellation of seat in NSCB Medical College, Jabalpur. As he cancelled the seat, he had requested for release of original educational documents, Admission Fees Rs.76,323/-(Seventy Six Thousand Three Hundred & Twenty Three) . NSCB, Jabalpur College has given all the original educational certificates after submission of DD of Rs. 5 Lacs bearing No. 024343, dt. 1.6.2016 of IDBI Bank, New Delhi without listening any request for refund of admission fee and said that the last date for cancellation of seat was 31.5.2016 while my son had cancelled the seat on 31.5.2016 i.e. at the time of taking seat in DNB at the time of Counselling. It was co incidence that both date (Date of counselling of DNB and last date of leaving the seat at NSCB Medical College, Jabalpur) were the same i.e.31.5.16 under these circumstances, it was not possible to visit both the places at a time. Keeping in view the higher perspective my son, Dr.Vinay Malhotra has taken a seat of CTVS under DNB in National Heart Institute, East of Kailash, New Delhi Since my son had to take admission in DNB for which production of original educational certificates are must, so he paid the Bond money amounting to Rs. 5 lacs. It is pertinent to mention, here, that I, Shashi Malhotra (Mother of Dr. Vinay Malhotra) was suffering from Cancer and running under Chemotherapy Treatment from Action Cancer Hospital, Paschim Vihar, New Delhi (copy enclosed) on which more than Rs.5 Lacs have been spent. Thus, Simultaneously, I had to spend approx. Rs.10 Lac which is a big amount for a middle class family. My husband is working in Pvt. Co. Now after treatment of cancer, i.e. after Operation and complete course of 16 Chemotherapies (copy enclosed) I was in a position to write a letter. I, therefore, requested the DEAN , NSCB Medical College, Jabalpur to kindly refund the admission fees amounting to Rs.76,323/- and Bond amounting to Rs.5,00,000/- as no services have been provided by the College, But my request has not been accepted and refusal letter issued by Dean on 4/1/17 We approached the Directorate Medical Education , Bhopal and we did not get any favour . Pl advice how can we get the Refund
