Fraud from builder side - Refund bookinng amount not received

This complaint is regarding Flat No 106 at Good Wood Apartments by Brahama Holdings bearing Address:- Vishwapriya Nagar, Begur, Bengaluru, Karnataka 560068 We booked this flat by paying a booking amount of 1L and got it verified though HDFC bank for home loan for which HDFC gave us the approval that this property is verified. Cost for the flat coated by the builder is 50 L. But the builder (Mr. Rama Murthy), his accountant (Mr. Chandra Shekhar) and his sales person (Mr. Harish) hid some of the points from us regarding the current status of the apartment. These are the following reasons which forced us to re think our decision over that flat:- 1. The bore well of the apartment got dried long way back for which the builder has made false promise that he will help the residents dug a new one. Due to his false promise the current residents are paying extra around Rs. 1500 per month just for water consumption through tanker (We came to know about this through our personal enquiry with one of the residents) 2. Regarding car parking, the sales person showed us a broad parking with space for both two and four wheeler but after paying the booking amount when we visited the site again, they have given that parking to some one else and our parking was migrated to a conjusted place. On enquiry they made false promise that "No issue we will provide you another parking". 3. Due to a personal emergency regarding death of one of our relatives is also one of the reasons for not proceeding with the flat. After all this we didn't gave any reply to the builder for some time as we were unable to reach a decision, and after some time we received a mail from the builder side that "Your booking is cancelled and you will be provided with the refund amount". But after this we are trying to contact them for the status of the refund amount but not receiving any reply from their side as if they are dis appeared all of a sudden with our 1L money. As a middle class family 1L is a huge amount for us, so please give any suggestion regarding how to retrieve this amount from them ?
