Builder cancellation charges

I booked a property through broker for which i paid booking amount and rest of payment was linked to stages of completion of project. After some time they asked for some payment (2 cheques were issued amounting to 30L in total). Later when we reach site for physical inspection contruction was not at par with the stages linked for payment. Therefore we asked the broker to arrange for some other buyer who can continue to invest. But he could not arrange anyone and we received a notice regarding cancellation of our flat and was asked to take refund of money but after a cancellation charge of 25%. Our broker had assured earller before booking that we can exit the project if construction in not at pace and he would arrange for other buyers for the same but he did nothing at that time. Therefore we filed FIR against broker and builder and also filed a case in consumer forum. Question- Now it has been 2 years from filing case but nothing has happened till date. What legal option do i have left to recover my amount as i do not want to pay 25% cancellation amount? Should i directly talk to builder, will he entertain me any further and if buyer want to exit from a project because of construction delays, can anything be done? Can RERA help me but this project was before RERA will come in force Pls help
