My late father case against state of madhya pradesh

My Father(passed away in 2015 under service time as heart attack due to the severe pressure from peers saying YOU ARE TAKING EXCESS SALARY? the department staff is having issue as they are not contending the matter at court(had a stay as well) and hence not eligible) was in Police department Ministerial staff having salary discrepancy issue and hence the entire he with few of his colleagues are constantly fighting it with department
Like they got the decision in favour of them by MP Administrative Tribunal Bhopal Bench "Original Order - 45/1998", accepting that Ministerial staff is also equivalent to Executive staff of Police department. Hence referred to a salary slab table, and asked the dept to pay the revised salary as well as the arears too, with a simple Interest !!
MP Administrative Tribunal Bhopal Bench "Misc Order - 210/2001"then another bench of they reversed it and told they are not the same, and reversed the order !
Then my father and others again went for the case against the above decision of reversal to tribunal which got dissolved and the case was transferred to High court with W.P. 8108/2003 and which is in favour of the employees ( incl. my father)
Then there is reversal and so on they appealed in 2005 in which got the stay orders, decision came in 2011 from single bench of High court MP,
Then they again went for the appeal in 2011 with WA 445/2011 MP High court double bench which again copy pasted the decision of 2011 Single bench of High court MP.
The parrallel case was there in CG (which was a part of MP till 2000) their employee win this case.
And hence they(CG state to employee Police dept(M). are paying the aforesaid salary.
I want consultation from A best lawyer to consult me in the case and help me to get the document/ decision/ order of Chattisgarh at Bilaspur high court WP 4653/2006 & WA 426/2011.
Here the court DB as well as State should understand the mental pain and agony which the employee is facing constantly about how and what type of life I should lead,
Should I leave a life of 15000/- per month or should i leave a life of 18000/- as it places a huge change on the disposable income of the employee and hence resulting a huge impact on the family of his as well, as he can give better education, upbringing and healthy life of himself and family in a difference of 2000-3000/-
I need someone to file a PIL and make government and all such agencies answerable to such type of cases where the mental pain of the employee and now I as a young person on only aged 26 years
( who suffered a huge loss a lovable respected father at such a early stage in sudden heart attack )
is facing hearing the laughs of people " ki babuo ne jyada salary bana li thi" is he the person who signs his own paycheck
