Transfer policy for HR Specialist in PSB

Sir, I joined the Central Bank of India in 2016 as HR Specialist and got first posting in Regional Office, Delhi. In the same year I got married and my husband is in Bangalore as he is a IT professional (R&D). In the month of Feb, 2017 I had given an application for request transfer on preferential ground to Bangalore but till now there is no response on the same. In the month of June,2017 I tried to meet GM-HRD of the Central Bank of India but he denied to meet and talk on transfer related matter of HR Specialists. Also, I had given an application in the month of October, 2017 for temporary transfer to Bangalore as the HR Specialist in Regional Office Bangalore is on maternity leave for 6 months. But again no response on that application. I am facing a lot of problems on personal and professional end. Neither I have sufficient leave balance to visit Bangalore again and again to meet my husband nor it is economical for me. I am not able to focus on my duties and handle my personal life. Please guide me.
