Regarding appointment under Rehabilitation Assistance Scheme

Hi sir, I am santosh kumar nayak, s/o-late sadhu charan nayak. My father expired on nov.27, 2013 while he was in service. He was working in General Administrative (Rent) department, Bhubaneswar, odisha as a sweeper. After his death, I applied for job under R.A. scheme through proper channel. I and my mother and unmarried elder sister has also submitted the NOC to the concerned authority. My mother has also submitted the required unfit certificate to that effect. The distress certificate has also been intimated by the district collector. Now the problem arose when the concerned authority (Joint Secretary) has made an objection in this regard. The application for appointment under R.A. scheme has been regretted on the ground that -'' The A/B has not mentioned as to why the other legal heirs have not applied . Hence the proposal of the A/B for appointment of the son under RAS is regretted since it violates rule2(b) read with rule 9(7) of the OCS (RA) Rules, 1990. After searching over the internet, I found the rule 2(b) of the OCS RA rules 1990, where it is mentioned that: Family members shall mean and include the following members in order of preference (i) wife/Husband (ii) Son or step sons or sons legally adopted (iii) unmarried daughter or unmarried step daughter and so on. But here I want to mention that , our legal heir certificate does not cover the family members in this order of preference. That is in this order as: (i) wife (ii) Unmarried daughter (iii) son (me) So plz suggest me something what i should do to get my job done.
