Mentle Harrasment

I am working in PSU Company as an regular Group B employee.i am presently at Maharastra and want transfer to MP i have been facing discrimination in processing of my transfer request from last 3 years by my senior officers. my transfer request was hold for 1 year at one office , 6 month at another office of the unit without any reason.my senior officer forwarded some other transfer requests who applied after me (Discrimination) in the same unit. In other units of my company , transfer requests are forwarded within a month to the transferring authority although transfer process may take time. Now after a period of 3 Years , my transfer orders issued but they are not relieving me in the name of Substitute.while the same unit has relieved some of officers without any substitute. also in other units of my company , transferred employees are relieving by their seniors. i have made representation to head of unit as well as to HR Head of company against this discrimination through proper channel but i did not get any written reply. i also made some grievances in the same case by pg portal and pm pg but still i did not get the reply. i am mentally harassed by my senior officers and also i am facing financial loss due to expensive city where i posted and have to visit my home town for different reasons. i want to file a case against these all senior officers. plz guide , what provisions are available to me
