Refund of Token money.When I, the buyer wants to cancel and no sale deed is signed and executed.

Sir/ Ma'am, I booked 2 BHK flat with 1lac Rupees and had to give 10% of the total value of the flat for agreement of sale. However, due to my personal reasons and builder's highly irresponsible behavior, I thought to cancel the deal. I just had filled their application form for the 2-BHK flat which I intended to buy. Even after many follow-ups, they did not give any receipts what so ever, just e-mailed the photograph of the application form filled and signed (which is un-registered under law). 4 days after my formal communication about discontinuing the deal they sent a computer-generated receipt of the token amount (the token amount of 1Lac Rupees was paid via credit card). The application form says 2% of the sale value+ GST would be cancellation charges. But there is no agreement between us as per the registeration law. Could please advice, How Can I Get My Token Amount Back. Please also mention name and section of the law of registration, under which the said application form (agreement to sell) is required to be registered.
