Apprenticeship 2014 amendment

Sir we are doing graduate engineering apprenticeship in HPCL. Instead of any training we were forced to do work of a shift officer,we worked in shifts,in night shifts,overtime etc. We want to claim for permanent job.only one month is left of 1yr training Can we claim for permanent job?? On any basis. Indian oil and bharat petroleum absorbs its apprentices for permanent position.But hindustan petroleum corp. Is not ready to do so.The sec22 -1has been amended in 2014 section 12 “In section 22 of the principal Act, for sub-section (1), the following sub-section shall be substituted, namely:— “(1) Every employer shall formulate its own policy for recruiting any apprentice who has completed the period of apprenticeship training in his establishment.” Under the same act of 1961 HPCL has recruited its apprentices in 2005, who are currently We quote here sec 22(1) of the original 1961 act- “It shall not be obligatory on the part of the employer to offer any employment to any apprentice who has completed the period of his apprenticeship training in his establishment, nor shall it be obligatory on the part of the apprentice to accept an employment under the employer.”
