Tamilnadu govt employee - junior get more pay

My junior get more than 3000 rs in the same designation than mine. I have given letter to my head of the department regarding refixation of my basic pay under "JUNIOR GET MORE PAY" . since 3 years the section clerk was dodging and giving false promise that the revised basic would be calculated and arrears since 1 jan 2011 will be paid. I am retiring next month ie Nov 2017 . Today section clerk called me to sign all my retirement / pension papers in which i noticed my present basic pay and pension basic is NOT the revised basic as per " junior get more pay" When quedtioned the clerk he says that this will be sent now and later only we will put the revised pay and send. Now i have concluded that they are evading this purposefully. Now when i reported this to Office Superndentat he just started questioning me like when did you give letter regarding this anomaly what were you doing all this 3 years etc but this OS joined just 1 year . But i visited the section clerk only all these years. Now what are the options left to me. My email id is [deleted]
