Bought a tractor from a farmer. he deceived me.

Hi, I have purchased a tractor from a farmer in a village in Guntur(Andhra Pradesh state). The vehicle was under finance. So he told me to pay 50% of the amount and take the vehicle, and in a couple of days he would clear the finance amount and give me the vehicle papers to me. I believed the person and paid 1.5L and took the vehicle. Later he is not responding. So after a month, I have put this tractor aside and filed a case against that farmer. SI told me that he is a thief and there are already a few cases on him. Its been 3 months now. So I have visited him and took him to the nearest police station. And there we started discussing. He is arguing that I have been using his tractor and so he doesn't want to return my money to me. Which is ridiculous. He is not interested to clear the finance amount and get the papers. Also he is not interested to return my amount and take back the vehicle. So I am struck now. Vehicle is there idle with me. And the 1.5L is struck with that farmer. I visited him once more recently and made him sit in police station. He was so tempered that he was raising his voice against SI saying "Do whatever you people want, I will not return a penny". I was shocked. Later SI called me saying some people from local ruling political party have come and indirectly warned SI not to disturb the farmer with this case. Now we have no idea what to do. Time is going waste, money is struck, vehicle is idle, we are paying the interest for the money which we borrowed from the bank. And the Finance company guys calling me to give the vehicle, so that they can sell it and close the account. If they do that, I would have no chance to get my money back. Please give me a solution. I want my money back.
