I want refund from a coaching institute.

It's been 1 month or so, i have taken admission in this computer science coaching. I paid 4000 rs for 3 or 4 month course which is much higher than other coaching nearby. I filled the form in the last week of august. But they gave the receipt on 26 th of september. At first they held very improper classes. Even they didn't stand out to teach us other course what they said. Later it is found that placement records of this coaching are false. Coaching is running without license. And certificate they claim to give us would be worthless. So when i found myself wasting my time over the coaching and i asked for the refund. But they said money is non refundable. And later they are just trying to wasting my time since long rather than refunding my money. Around half of the students in this coaching want their money back but the institute is denying. Later they asked us to submit a written application for refund. When we submitted they put out another rule that refundees are not allowed to take regular classes and they are also not giving back their money.. i want to ask what can we do. We want our money and time so that we can seek admission in another coaching. Is there anything we can do about it??
