Regrading Job transfer denial in Bank of India

Hi, This post is regarding my wife who is a Scale 1 officer (Probationary Officer) with Bank of India, currently posted in Gaya. We got married in November 2016. And, currently I live in Bangalore. My wife had applied for a job transfer in the month of Dec, 2016 on marriage grounds. As per her Bank's policy the transfer (on request) list is declared only twice a year (April and November). Initially, her name didn't appear in the list that came out in April, 2017. Though there was no official reason given for the same, she found out from Zonal office, Patna that since there is a case going on her current branch, hence transfer is on hold. Let me update you regarding the case going on the brach : During the demonitisation period (Nov-Dec 2016), some managers in her branch were found guilty of fraudulent practice and hence 4 Staffs including the manager were suspended in early Jan, 2017. As a PO, even she was given a Memo like other staffs and she along with other staffs were queried by ED department as well. As my wife wasn't involved (she was majorly on leave during that period because of our marriage), no action had been taken on her till now. Generally, a PO is let go with a warning in such cases. The chargesheet on the 4 suspended staffs was filed in Aug, 2017 and the case is still going on and nobody has a visibility about when it will get closed. The Zonal office had cited the above mentioned case for denying her transfer. On the contrary, another staff was given transfer to a different zone in the month of March, 2017. My wife, had tried to contact HR Manager in Head office, Mumbai, the Zonal managers and Zonal HRs but nobody has bothered to reply to here mails. Nobody is even ready to give a concrete answer to her queries. After a few months of futile effort, my wife approached one of her banks senior members posted in Head office explaining the entire episode. Within a week, the head office gave a transfer order (June 2nd, 2017). However, she hasn't been relieved by the zonal office till date. We have been trying our level best to get her transfered. Till date, the Zonal office has been very insensitive to her requests. She resides alone in Gaya and has been going through mental trauma, poor health and depression. Please suggest, what can be done here ? This is a case of discrimination with a female employee. Also, the entire organisation is very insensitive as they are least bothered to respond back.
