Rights of a First Floor owner

Respected Property Lawyers, I am an owner of first floor in a 3 storeyed 350 sq ft (approx) corner house. The builder of the house also owns and resides at the ground floor and the basement of the house. There are several doubts in my mind which I want to resolve seeking your guidance: 1. He has put a lock on the terrace and does not allow my family to use it without asking him for the key everytime. He sticks to his decision by replying that only top floor (which is vacant as of now) has the right to use the terrace inspite of the fact that all the water tanks of all 3 floors are placed on roof. 2. He keeps on constructing one thing or the other outside ground floor such as: (a) L shaped garden around the corner of the house which blocks the vision of commuters taking turns as it is a corner house in locality. (b) Recently (a week ago) he has also constructed a pavement to sit between 2 houses due to which my car's rear gate got damaged while I was taking out yesterday morning. My family owns 3 cars. Inspite of knowing it he promised to park our 2 cars inside the house and he told us that he would park his own car at the back side garage. Not even a single day did this happen and on top of that he has constructed a garden around the house leaving us no option to park our cars. He does not care to ask for our permission before constructing anything outside the house. The question arises do we have any rights in such decisions ? How do we resist him from taking such actions which affect other flat owners? Kindly help me and my family by awaring us of our rights so that we can go ahead and take a proper action.
