Flat delay in possession and poor construction work

As informed earlier I am taking my case with consumer forum for Non compliance of "Agreement of Sale" Delay in possession handover, defective and faulty construction and trouble faced all these years..
I had booked a flat in 2009/10 with 50% payments towards purchase of Flat S-6, A1 Building in Gogol Hillside Residency.. At the time of making payments I was promised the possession would be handed within 1 year from the booking..
Since than I have been visiting your office as well as construction site and pursuing progress of the alloted flat.. But inspite of several visits we were not able to understand the actual state of construction. Though tower seems to be built no progress was observed in finishing work failing which the possession was delayed..
The true fact was that even after 3 years of booking there was no sign of completion and handover of the flat.. We had made several visits and inquiries for the reasons of slow progress which was not attended and giving evasive replies and false assurances..
We had booked the flat with full enthusiasm and expectations that good quality construction and possession handover will be done within the stipulated time..
Further Agreement for Sale was executed in May 2013 by taking full payments with an assurance to handover our flat within 6 months in Nov. 2013. After that the grace period upto May 2014 is mentioned in the agreement and the interest rate of 9% for default and delay in handover possession..
The construction of my flat was completed in August 2016 and Sale deed signed in Nov. 2016.. So further delay by 42 months from the Sale of agreement..
Upon possession I noticed the state of poor construction of my flat in terms of water leakages, loose fitting of tiles, improper paintings, wrong bathroom fittings and so on but you are not attending the same..
Hence I am taking the case to consumer court for the reasons as mentioned above..
