Eviction of tenant from owner house

Tanu gupta kanpur sir i belongs to kanpur but due to goverment job nature i have to be at outstation ... i have a ancesteral house in kanpur where my old age parents lives ... my house is old where a Tenant was given 2 rooms 30 years before ....now he dont live in  dis rooms and kept lock on the rooms because he has purchased property else where.. but on 1july 2017  ...the roof of that room has collapsed ...and we live just above that room of tenant now even we are not able to enter in our room.... i asked him to leave he is asking too much money which i am not able to give  ...and local police is not helpong coz they said they cant ask him to vacate the room .... there is a chances of more laps of property and life also if rest part of house will collaps as tenant is not removing his lock from room and not listning to police and us... today on 04 july 2017 we have files a notice to kanpur nagar nigam ...with all the matter and a copy of complain to kanpur DM how much time it will take for them to take action ...and what else action should i take ... please help what else can we do...
