Regarding filing of false affidavit and cocealing of policies

My query is related with service matter where my past service benefits were forfeited by opening a false enquiry to find circumstances of issuing of permission to apply for the respective new employment in another govt. department. I applied through proper channel with all necessary permisssion and on final selection i was permitted to resign to join new service. But when resignation was given all my past service benefits were forfeited without giving any reason. On repeated complaints my file for coorection was moved and after one years when everything was in my favour, all benefits were not released by opening a enquiry. A letter of enquiry was issued with intima6ion that u were not permittes to apply for that job, an enquiry is opened to find circumstances of issuing permission. Beside ne 15 more personnel were given permission to apply but none of them finally selected. I filed a CWP and in one order of honorable court to file affidavit stating reason thay why i was not allowed to apply. Responded deliberately filed a false statement that 1) one can not apply till he get copy of NOC which has never done in any case even till this day. After applyong for NOC one advance copy always sent to respect8ve new department and this is done inmore than 50 cases known to me and no objection has ever been raised 2) a false rule copy of year 1952 was submitted to prejudice the court where respondent falsely submitted that policy to grant permiss5 to govt empolyee has not been yet finalised by govt. Which is a false statemwnt on oath as rules has already beenfinalised by govt. Of india in1960 and permission was as per rules 3) i had given my affidavit stating false affidavit by court but my affidavit was not placed on urgent filinv and attached with main case.. 4) a false statemwnt regarding no rules of finalcial benefits was also submitted by respondents whereas using my copies of RTI two of my colleagues already getting all benefits from the same organisations. . 5) even when court asked for statutory rules copies they didn't produced on 3 dates and finally without those copies court allowed case in my favour.. They didn't produced copies as in their affidavit they had quoted about non existence of rules wjereas statutory rules are very much there I want to initiated criminal proceedings against few personnel for filing of false policies and false affidavit, concealing relevent information as my four years has been spoiled by these criminal out of grudge and for no reasons Enquiry still under process and no one has even punished as everything was as per rules What is suitable course of remedy available for me. I have written to head of department regarding filing of false affidavit and also spoiling my career by few personnel but no action has yet been taken against them. Now planning to file police complaint. .what is the suitable remedy kindly suggest With regards
