Possession of property

Team, I need your guidance 1. We 4 friends had purchased four plots at Gurgaon, full amount was paid by cheque, we 4 friends get the property registered on our names. 2. One of us, go to the Patwari to get his mutuation entered, patwari entered the same. 3. When second member goes to Patwari to get his mutuation entered, patwari told him that the property owner is not having enough land on his name in his account, he had sold the property to 3 other parties, and these 3 had get their property registered and mutuation entered on their names. 4. This is a clear case of CHEATING / 420. 5. For example - the property dealer had purchased 500 SQ YD and sold 700 SQ YD, I meet SDM and Tahsildaar, that how one can do this, means there are some officers of your tehsil also involved in this. 6. Complaint for the same was filed in Police station, SDM and Tahsildaar requesting them to help us in getting our mutuation filed and to get PHYSICAL possession of land. 7. Police called both of us at Police station, where the dealer accepted that he had done cheating with us, and he will purchase the property back on his own name and get our mutuation filed. 8. Dealer do the same, and get our mutuation filed in our names. 9. Now he is not giving the physical possession of the property as per our Registries. He is giving us land at other place. We requested Police to help us getting possession of property, but they completely denied, that to get physical possession of property you had to approach SDM or Tehsildaar. 10. Now the dealer is not giving us physical possession of the property as our registry, Please suggest what we 4 friends can do. 11. The property is in controlled area, however no NOC was taken from Town and Country Planning department for the registry. Please suggest.
