Cheating done by the landlord and broker of my deposit money

I had given 300000 to this landlord who promised me to give me the room for 11 months rent free. The broker was a family friend so we did not think there would be a problem. He wanted the money urgently as told by my broker and said that once I give the money to the other tenant they will vacate the room and we can occupy the room thereafter. Once he received the money he is not paying any heed to us and is now refusing to give the room as well and the broker is telling us that he is not in talking terms with that owner cause they had a fight. I am chasing the owner for quite sometime now but to no use. I am starting to loose hope that we can get our money back. How do I proceed further with anything legal against him? I have the original lease agreement copy will that suffice as a proof? I also have been to the local police station, as they are telling me that this is a civil case and we can speak to the owner about the same but they cannot help me get the room or either my money back. I am very frustrated and in very pain about the loss of the money. Any further discussion would be appreciated. I really would go any boundaries to retrieve my hard earned money. Can you please guide me how should I go about it. Agreement was made on 15August 2016.
