Shifting truck met with an accident; left unattended

My brother-in-law works with Income Tax of India and was posted in Jodhpur. Recently, he has been transferred to Kota. For shifting from Jodhpur to Kota; they engaged Jain Packers & Movers.
All household goods were packed and loaded to a truck which left for Kota on the night of 28th June. The truck met with an accident at around 2 am on 29th June. The driver and helper were severely injured and were local public helped them to come out of the truck and later hospitalised. The truck was left unattended at the highway (beofre Kekri).
On 29th June my brother-in-law left with his family by car at around 9 am for Kota. Before starting from Jodhpur; he called the truck driver to know his whereabout as he was supposed to reach Kota early in the morning. The call was answered by driver's brother who briefed him about the incident.
My brother-in-law drove and reached to the location to find out the unattended truck which was in pretty bad shape after the accident. They reached the location at around 12 noon. He called the contact person from Jain Packers & Movers and after a lot of follow up another truck was sent at 6 pm. Meanwhile, as the truck loaded with household goods were unattended my sister's family decided to stay there to keep a watch on the truck.
After shifting all the household goods from the affected truck to the another truck; the truck left and my sister's family also left for Kota.
During unloading they realised that many household goods such as washing machine, almirah, TV, and furniture were damaged because of the accident. When they reported this to the contact person from the packers; he mentioned that there was no insurance; hence, he could not do anything about all this damage.
He is not owing up to the mishap. We need advice as this has caused a lot of mental agony as well as financial loss.
